Fixed bug in last memory optimization where I made a field static that reeeeeeally should not be static.

Added in a paletted version of the StructureBlockInfo list to reduce memory usage in vanilla's StructureTemplate. Care was given to try and make this compatible with other mods but more testing is needed. Marking as beta for now.
